The flow selector, as its name indicates, is responsible for reducing the flow (therefore, warmer water) or increasing the flow (therefore, colder water).

If it is broken, it is possible that the heater may not even turn on when the flow is open or the heater may turn off when the flow is modified.

If you are leaking water you should look at the O-ring or the body of water which may be worn/punctured. It may also be that it does not regulate for the same reason.
