The flow selector, as its name indicates, is responsible for reducing the flow rate (therefore hotter water) or increasing the flow rate (therefore colder water).
If it is broken, the heater may not turn on when the flow is open, or the heater may turn off when the flow is changed.
If it's leaking water, you should check the O-ring or the water body , which may be worn or perforated. It could also be that it's not regulating properly for the same reason.
