The Emissions Trading Technical Group of the Climate Change Policy Coordination Commission (GT CCPCC) has published a new document with recommendations regarding the consumption of biomass and biogas in facilities included in the EU ETS .
These recommendations arise as a consequence of the amendments introduced in Regulation 2020/2085, which amends Regulation 2018/2066 on the notification and monitoring of emissions under the EU ETS . This Regulation includes new sustainability requirements for biofuels, bioliquids, and biomass fuels used for combustion in EU ETS installations.
Specifically, this new document of recommendations on biomass treatment focuses on the following issues:
- The documentation required to demonstrate compliance with sustainability and emissions reduction criteria during the verification of the Emissions Report.
- The information that monitoring plans must include to address these new criteria, as well as the calculation methodology to be used to account for biogenic emissions for notification purposes.
- The requirements that biogas production and self-consumption facilities must meet include registering with the Renewable Gas Guarantees of Origin Registry, issuing Guarantees of Origin for the biogas generated, and self-canceling these registrations. This registration, along with the submission of legal and technical documentation for the facility, entails the preparation of an initial external verification report and audit.
