
The Emissions Trading Technical Group of the Climate Change Policy Coordination Commission (GT CCPCC) has published a new document with recommendations regarding the consumption of biomass and biogas in facilities included in the EU ETS .
These recommendations arise as a consequence of the modifications introduced in Regulation 2020/2085, which modifies Regulation 2018/2066 regarding the notification and monitoring of emissions in the EU ETS . This Regulation includes new sustainability requirements for biofuels, bioliquids and biomass fuels used for combustion in EU ETS facilities.
Specifically, this new document of recommendations on the treatment of biomass focuses on the following issues:
- The necessary documentation to demonstrate compliance with the sustainability and emissions reduction criteria during the verification of the Emissions Report.
- The information that monitoring plans must include to take into account these new criteria, as well as the calculation methodology that must be used to account, for notification purposes, emissions of biogenic origin.
- The requirements that biogas producing and self-consuming facilities must meet , requesting these facilities to register in the Registry of Guarantees of Origin of Renewable Gas, issue GdOs for the biogas generated and self-cancel them. This registration, together with the presentation of legal and technical documentation of the installation, entails the completion of a report and an initial external verification audit.
